Deliberation, decision, and settlement of accounts for budget

Budget is annual living expenses of our county. It is planned by the local head, and it is undergone by the deliberation and confirmation of the Council. Budget is executed by the local head, and the settlement of accounts must obtain the Council's approval.

Processing Procedures of a Budget Bill

  • Planning and submission : The local head. Before 40 days of starting of the fiscal year to the council.
  • Report to the main session : Proposal and explanation
  • The Special Committee on Budget and Accounts : Deliberation and voting
  • The main session deliberation and voting : Before 10 days of starting of the fiscal
  • Transfer : Voted budget to the local head within 3 days.

Processing Procedures Approval of the Settlement of Accounts

  • Request : The local head makes it within 80 days after closing with written opinion of approval of the settlement committee.
  • The Special Committee on Budget and Accounts : Deliberation and voting
  • The main session deliberation and voting : Voting (Approval)
